Outcome

Repository work is complete. site/ is a strict pnpm workspace package with Astro, Starlight, shared tokens, layouts, navigation, 404, robots, sitemap, social metadata, and Cloudflare-compatible output. CI builds previews with noindex; deployment requires the documented environment secrets.
